The Department of Education (DfE) has been working in partnership with Local Authorities to promote the statutory entitlement to free Early Years Education (EYE) for eligible two year olds. As part of this partnership working, the DfE has provided Hampshire County Council with the names and address of 725 parents whose child is likely to be eligible for the 2 Year Old Offer. Services for Young Children (SfYC) has written to these parents (please see attached example) to notify them of the offer and to invite them to apply if they believe they meet the criteria. This represents approximately a third of those families we believe to be eligible for the offer from September 2013. Therefore, the usual referral routes remain open and we encourage you to continue to promote the offer. Should a parent receiving this letter already have a child on the 2 Year Old Offer or one that has recently been referred, he/she does not need to take any further action.
